You almost certainly need a new shut-off valve that attaches to the back of the injection pump. We sell a lot of them and currently have them in stock.

The valve is definitely not electrical -- I believe that it's vacuum operated. I could get you a new replacement for $39.

If your engine will not shut off will the key off then you have vacuum leak somewhere in the car. Check all vacuum connections in the engine compartment...Do all your door locks work? If not that is your problem.(vacuum leak in the central locking system)
