Both the right license plate light and right tail light are not working. All the other lights work. I changed the bulbs then checked the power on the right tail light and there is no power on the top harness wire. Checked the left side and it has power to the top wire. The left license plate light was blinking and working intermittently last night but appears to be working now. The diagnostics was showing problem with the left light but nothing about the right one. It also showed right backup light on (I'm assuming spare light) but the errors come and go. Any help would be appreciated.

Thanks,
Richard

How's your battery voltage? Have you recently changed the battery or jump-started the car? If the battery is good (12.6v at rest, >11v cranking, 14v at idle) and no recent battery "work" then I'd start tracing wiring to find a possible short.

The wiring is fairly straightforward. It will run from the tag lights, through the trunk lid, down the hinge, and into the trunk ending at the rear SAM (the back side of the rear fuse panel).

Chasing electrical problems like this you really need a circuit diagram with wire colors shown, etc. My WIS has the Rear SAM external connections shown on 4 separate sheets.

Most of the rear lights (E3, E4) wires are shown on sheet 2, but the licence plate lights (E19/1, E19/2) are on sheet 3.

I would look out for slight corrosion/bad contact on the bulb sockets as I have had that experience myself.
