Car has been sitting for 15 yrs. Got running and Power steering fluid coming out of power steering canister top around wing nut. Checked fluid, it appears foamy or bubbly. Any prognosis? Other than just changing fluid?

Try bleeding air out from top of gear box. - changing fluid is probably a good idea after all those years.

Lift your front wheels up enough that you can easily turn your steering wheel side to side. With your engine stopped, turn your steering wheel from side to side and this will force any air out of your system. Keep adding ATF as the fluid level goes down and turn the steering wheel to full lock once in a while to completely evacuate any tapped air. This will get all of your trapped air out when no other method will work.
