If so, can it be used to plug in a battery charger?

Mine has it and you can move the fuses to make both the one on the dash and the one in the trunk either always on or on with key.

You have to go into the fuse panel in the engine bay on the drivers side. There you will find 2 fuses that control the 12v plugs in the dash and in the trunk. They are 2 position fuses and depending on how you have them inserted the plugs will either always be on or will only be active if the key is turned on.

If you move the fuses to the right like in the following pic it will make the plugs always on without having to use the key.

I have mine always on. Just remember to unplug or turn off whatever you have in those sockets or you'll drain your battery.
