Car wont start! Water in car

Car was working perfectly fine the day before. Storm was passing at night, woke up the next morning to turn car on and noticed water by the brake and gas pedals. I have a '"Low coolant level" warning and car won't start only the sound of fans are going off. Also, temp is reading +185 which is strange since car hasn't been on. I checked the coolant, and everything seemed full. I did notice some water by the fuse box in the hood. I can't figure out what's wrong and what I need to fix. HELP!
