Will a replacement Voltage Converter Module need to be reprogrammed?

I had one go bad on me an recently replaced it from a used one online, will the headlight need programming, or is that only for some of the control modules? They have the exact same part number.

I've already replaced two Ballast Module Control Unit and moving the unreplaced voltage converter to each side, the headlights work, but the new ordered one does not, so Im trying to find out If I was sent a faulty part.

When I install the used voltage module, the indicator lights, and the led run lights work, just the main headbeams do not.
