Cup holder damping broken

My driver side cup holder springs out with a bang, while my passenger side opens gently.

This link shows the cup holder installation procedure whicb I have followed.

Inside the cup holder opening on the left face there is a 0.5" diameter rotating gear which engages with the cup holder and seems to have friction enough to slow the holder as it springs out.

The gear is held from behind by two small black plastic tabs, but one of my tabs is broken causing the gear to misregister with the holder.

If I undo the two bolts lower down holding the parking brake lever I can almost pull the surrounding plastic dash out far enough to get to the gear to replace it, but the surrounding part is held fast at the top.

Can anyone let me know how to remove this surround?
The gear is not available as a part (only the cup holder assembly, $73) but I can fix it in place somehow if I can get to it.

Any help appreciated!

I never removed the surround, but it seems as though you remove the instrument panel.

But wherever you buy them, remember that the procedure calls for the instrument panel to be removed in order to replace them, because they are bolted from the inside (3 screws on the early models and 1 on the late ones).
