Left Low Beam - Not working

I'm looking for some advice on resolving my issue with the left low beam.

1991 W124, 300D, 2.5 TD
Using Euro Headlights;
Bulb,I believe H4-9003;
High Beam Works;
Low Beam doesn't;
Right Side both beams work fine.

What I have done:

1- Verified bulb and works fine, low and high beams;
2- verified the bulb connector for corrosion, seems fine;
3- verified fuses, removed, cleaned, cleaned connectors, replaced fuse (copper) still no low beam;
4- Tested with a test lamp at the bulb connector, ground + white wire , lamp on;
5- Tested ground + yellow wire no power;
6- Verified voltage at D 13 fuse : 11.46
7- Verified voltage on D 14 (right, working headlight) : 12.26

Need help to fix this low beam. Any ideas? Thank you and happy new year!

If bulb is fine? I would whip out your trusty VOM and start checking voltages at connector then work your way back to power source,put your spec's on and look up the wiring schematic in the DIY section and you will fix it! luck
