Smog pump woes

So I'm working on a 2005 slk 350. And it has the p0410 code. I suspected the pump, fuse, or relay initially except that these have all been replaced very recently. Upon further inspection, it seems the pump and relay are functioning fine, but there is no signal going to the relay to switch it over. After researching some I suspected the terminal beneath the relay. The only issue is that when I jump the relay pins, the pump spins up fine. The relay is new, and obviously the switched power gets to the pump when connected, it just seems that no signal power is coming in to the relay?? Could this still be the terminal under the relay? I would think if that was the case, then even jumping the relay wouldn't work.
Any other things I could check? Could this be a ECU problem not sending the signal out? Or the SAM having some bad connections? Just a head scratcher..

Ok, after pulling the SAM and cleaning everything up, and greasing connections, I got the pump to spin at startup. CEL is still on though. So not sure if the valves are stuck possibly? Vacuum lines and air hoses all look good. Will get back when I find more info..
