Thatís exactly itís purpose. It is supposed to prevent the hot engine air from exiting through the gap at the back of the hood and being ingested into the cowl air grilles.
Attach it with 3M spray adhesive. I did mine with the hood on the car. Adhesive on both the hood and the seal then carefully get it positioned properly. I laid a padded moving blanket on the firewall surface the lowered the hood down to apply even pressure to the seal till the glue set.
I was able to do it myself but probably easier to get it positioned with two people.
