Bug or Feature???

So...I have a 1 YO purebred Aussie Cattle Dog that loves riding with the top down, so I have a rated harness that has a seat belt strap that connects the seatbelt clip and his harness. He's usually tethered to my seat belt clip, so the car thinks I have my belt on, but the other day, I had to clip him into one of the rear seat clips.

I discovered that with one of the rear seat clips engaged, the rear head rests will NOT come down. This was annoying me until I realized the clip was still there and as soon as I unclipped it, voila, the headrests came down. I'm guessing that's an undocumented 'feature'...

I suspect that it's a feature.

I've noticed that when I have rear passengers in my car, the head restraints and wind deflector all rise (sorry, your honour) and I would expect that it's to relieve a bit of the wind buffering that rear passengers might experience.
