Fuel Door Latch

I have often wondered why the fuel door latch only engages when the engine is started. It seems to me it would make more sense if the door were latched when the vehicle is parked and not running - to prevent theft of your fuel. All other vehicles I have owned that had a fuel door, latches had to be activated by a button or lever inside the vehicle before they would open. I do know that one should never open the fuel cap when the engine is running, but it would seem having a theft deterrent would trump that.Today, with idiots running around putting "stuff" in fuel tanks, there is even more of a reason to have a locking door! What were the German engineers thinking?
