All MB's have the 668 option. The factory includes the necessary hardware to strap the car down on the carrier, and it's removed when it reaches state-side. ABC and AIR-Matic cars cannot be strapped down with tow-hooks for long periods. The cars naturally settle somewhat over time, and the hooks would loosen as the car settles. I suspect this packaging is some sort of blocking they use to brace the suspension so the hooks will stay tight.
