where is 2000 year S430 w220 Transmission Control Module

It's under the hood, passenger side, near the windshield, in a covered compartment with several other computer modules, fuses,and relays.

There should be two connectors attached to the top of the module. The module should have a label on its side listing the part number (e.g. A022 545 50 32 SIEMENS).

I replaced my TCM with the exact same part number and my CEL went away and car was no longer in limp mode. I didn't have to reset nothing.

However, I had obtained a used TCM (not a new one) from a same model year vehicle. I believe if you replace your TCM with a new module then yes it has to be programmed by the dealer in order for the module to adapt to your car.

Joe is correct a new unit has to be programmed before it will work.
