Obviously, the higher the HP, the higher the torque. That said, the smaller the diameter, the greater the revolutions, the less the weight, the less the 0 - 60 time. Other variables would include tire section width as well as design [wider in the rear, narrower up front], and psi (less in the rear [more contact] and more up front [less roll resistance].
