Rust beneath door seals

I have a 1997 E320 with 117,000 miles. It has spent most of its time in southern Florida. I have had it since last November in Michigan. During a detail job, I noticed that underneath the rubber seal on all doors (top around window) has rust spots (refer to picture). The rear doors are definitely the worst. Has anyone ever noticed this before? You would never know unless you pealed back the seal. I assume the only way to fix this right is to remove the seals, repair rust, and repaint. Any ideas to how this could happen? It seems a weird place for rust unless there were flaws in the factory paint or assembly process. Comments?
