I have a 1999 E320 and I was planning on changing my brake pads and after unscrewing the wheel bolts I couldn't take the wheel off. the same goes for all wheels. I checked the owner's manual but they didn't mention anything about having any extra security (anti-theft)

Your wheels have bonded to the hubs. This happens if they've been on for a very long time, and salty roads make the problem a lot worse.
Screw the bolts in, but not all the way; leave them a few turns loose. Then hold a piece of lumber against the tire and smack it with a hammer. It will probably take several good hits.
How can I be more thankful to you? your advice worked perfecly and wheels were off with 5 or 6 smacks of my 5 lbs sledge hammer (on a piece of lumber ofcourse) you were correct about the wheels and hub being bonded because of salt.
Many thanks also to the gentleman who posted the pads and rotors change DIY.
Lessons learned are the following:
1- grease up the hub before winter
2- thorough check to the underside. a wash/dry/grease shall be a must
3- do lots of reading before starting any maintenance job
