Child tangled in rear seat belt, need to replacement; seat belt, of course.

This is great site, I am new to the forum (1999 E430) and this is my first posting. I noticed a lot of friendly and honest advice. Here's my story:
Last night, after a two hour trip, my child somehow got tangled up in the rear seatbelt. I assume she put the strap behind her, lay down, got up and God knows how else she moved.
So, when we finally got home, she unbuckles her seatbelt and it retracts to the point where we could not make the seatbelt come out, it only kept retracting.
I turned the car off, open, closed the doors, re-started the vehicle, pressed the break pedal several times. Nothing worked. It got to the point where it was too tight for her to slip through it and I was affraid she would start to suffocate. I took a knife and sliced the seat belt like scotch tape.
Any ideas as how to relpace it (DIY)? Cost?
I even took the seat out before getting my child and did not see a viable way to get her out but by cutting the seat belt.

Every German car I've been in newer than 1985 has had this feature. If you pull the belt out all the way, it'll go into a mode where it only retracts until it has been put all the way back. As far as I can tell, it's intended to help you fasten down child seats.
