1999 turbodiesel low power

Are these cars prone to the problem of the pressure line from the intake manifold to the injector pump plugging like the older models? I can’t see where the line is on the manifold so I don’t know where to check. Is there a common failure mode for the turbo?
My 0-60 time is about 15 seconds and it used to be more like 9 seconds.
I have replaced the fuel filter and there was no improvement.

Engine model, state, mileage, date of last service.
I mean service with fuel and air filter replacement.

Winter mode?

Pre-filter?

Any codes? GP Bad?

Fuel line leaks/air in them? Viton O-rings?

Sure there are many other possible items, that is just what jumped to mind.

The filters have all been replaced. The check engine light is on all the time but that happened when the glow plug burned out. I can't replace the plug because it is broken off in the head. Next summer I plan on taking the head off and fixing that problem.
Is there a simple test to check the MAF? I could just disconnect it and see if anything changes.

Get the codes read and see if there is anything there besides the glow plug code.

I replaced the MAF and the check engine light is still on and no power. I took a chance and replaced the sensor since it was only $50 more than having the codes scanned. I disconnected the battery for a few minutes to see if that would clear the code and it didn't. At least the windows work again after doing that.

I found that the air filter was not fitted properly and there was a ladybug that managed to make it to the screen on the MAF assembly

A bug made it to MAF sensor? That can't be good. Think how much sand passed MAF.
Scanners can be bought for $39. How much time and money are you willing to spend on trying by error?

I was not aware of the low cost scanners. Please advise where I can purchase one.
The dealer wanted $90 to tell me what might be wrong. I read that the MAF sensors fail around 120,000 miles so that is why I suspected it.
