The climate control system is not accessible from the OBD-II port. Only through the 38-pin diagnostic port using SDS or Carsoft or such, or the pushbutton unit if you have one.

Absolutely you should. The 124 auxiliary water pump, when it goes bad, will burn out its climate control unit. I haven't heard of this on the 210, but maybe that's just because the 210 is a newer car and they haven't been failing much yet.
Now that's a very good question. It would be nice to have a pair of connectors so that you could easily wire a meter into the line, but that's a bit much to ask most times. What you want to know is the current demand from the motor. I don't know offhand what it should be, but not a lot more than one amp.
