E 320 1998 Climate control problems;

E 320 1998 Climate control problems; I hope someone can help me with this. From the center vents (which is divided into two vents the passenger and driver controlled) I get cold air (air conditioned) from one side and warm air (not hot) from the other. The side vents and the bottom vents seem to have a different system. Adjustment to temp displayed on either passenger or driver side does not change the air temp coming from the middle. However if "Hi" is selected, the side and the bottom vents will respond and blow hot air; otherwise there is no change. "ECO" will shut the air conditioner off. In addition, all up/down valves respond to commands from the controller. I have checked the duo valve and the motor that runs the hot water through the valve. I have checked the vacuum controller under the clove-box, the pneumatic valves that control the air flow to the top or bottom, inside/outside air, filtered air, and all of the fuses. They all appear to work properly. I am at a dead end. I surely appreciate any suggestions regarding this nightmarish system.

Cold air on the passenger side and warmish air on the driver's side normally indicates a low charge.
