97 E420 fog, side marker light & horn HELP

Hello...

I just got my 1997 E420 and I found out the horns are not working, driver's side fog lamp and side marker light is not working. I changed the bulb but no changes. I've checked the fuse box under the hood and everything seems normal. Could it be the fuses on the dash (driver side)? does anyone have the fuses index/diagram/list for those fuses on the side dashboard?
Also the passenger head rest will not go down or up. it is in the highest position. Need help
