I know this may be a regional thing, but does anyone know about any changes in diesel fuel lately. Our shop and independent shops are replacing the fuel lines and o-rings on later model cars like crazy. Mainly affecting 95-99 diesels. Just curious.

Where is everyone? Find out here (and let everyone know where you are, too)...
As far as I know it's something that will change in the next year or so. For example, all the new Mercedes diesels will be designed to run on the new formula. Mercedes calls them their blue cars. They've changed something in it to make it considerably less of a pollutant. I can't remember what it is they've changed about it. As you're probably aware, emissions continue to get tighter all the time. This is an effort to keep diesel alive because of the fuel efficiency and power it provides.
Leaking fuel lines and O rings is a common issue with the 210 chassis diesels. Has nothing to do with the diesel formula. Just consider it a normal maintenance item by 100,000 miles or less. If you DIY, the cost of parts is maybe $100 or so. Not sure how long the replacements will last.

'99 E300TD 95,000 miles - all fuel lines and O rings replaced.
It rolled out on the first of this month in California. Haven't tried it out yet
That's what I heard as well, but can't find any confirmation.
The rest of the country has like 6 more months to convert.
As far as everybody says, the low sulfur fuel doesn't require any engine changes with possibility of adding some lubricants on older engines.
O-rings and hoses replacement is recommended on older engines running on bio-diesel.
