Velcro ties in trunk

What is the puropse of the velcro ties in the trunk? Could it be to secure the first aid kit cover compartment?
I've used the ties to secure a mini fire extinguisher in the trunk. Works well actually. Sits like the extinguisher in Audi R8.

I use mine to hold a jug of windshield cleaning solvent during the winter months.

I use them when I stop by the liquor store to secure my bottle of Johnnie Walker . There's nothing worse than getting home with a broken bottle of Scotch in the trunk.
