I just took in my C230 for a freon charge today and the car is still under warranty. I didn't know that they charge for this while the car is still under warranty. Is this correct?

Of course. It's like Brake Pads, Fuel, Windshield Washer Fluid, Oil etc.
By and large, most consumables are not covered.
Yes in some instances, but mostly not.

Why did you ask for freon? Was you AC not working? Unless their was a problem the dealer shouldn't have done anything to your AC but check it. If you insisted on the Freon change, then I guess it was you nickel.
BTW, freon is not like brake pads, as it never gets used up, it only gets 'lost' if there's a leak.
The a/c wasn't cooling that well, so I took it to the dealer and they said that it needed a little freon. They also checked for a leak and said that there was not one.
