could be the blower motor squeaking at low rpm, but goes away when its turned up. The blower motor is very easy to get to to inspect, and a squirt of lube would probably silence it.
I think it might be a vaccume leak behind the dash as one of the airvents at the front doesn't blow air when you turn the blower on. Also I moved that vent to the right and the whistling went away.
Have the same problem, remove the glove compartment and an air tube. There is black cylindrical piece with an electrical connector on one end and vacuum lines on the other end. The vacuum lines have gray connectors. I can stop the squeal by pressing down on the top connector. Not sure how the connectors come off, been too cold have not fixed mine yet I just keep the fan on . I understand the hoses are very difficult to put on the connectors. Any one care to chime in?
To answer the Q on dash access and removal of parts. It will depend on what the issue is as mentioned before, could be simply a loose/cracked hose or something more inaccessable. Anyway this may help. B
