I think the bodykit you desire is referred to as the Klasse 1 DTM kit, and is almost impossible to obtain outside the world of motorsport. You would easily spend upwards of $10,000 getting the kit fitted & painted properly, tubbing your wheel wells and modifying the suspension system to achieve an appropriate stance.
The car would then be almost unusable on public roads, due to the extremely low ride height.
Chrome rims seem to be most popular in the USA, companies like Lowenhart and Project Kahn make them for Mercedes-Benz cars. Again, big bucks.
(i hope you don't intend to fit them with the Klasse 1 kit?)

To change the colour of the lower panels, it's far quicker to just repaint the existing panels. trying to find a full set of matching dark blue ones will prove difficult, and they may not be in great condition considering the age of these cars...

there are bodykits out there, but most of them are attached to cars.
it's not unheard of for some of us to buy a second 190 just for its bodykit.
search eBay for the usual brands:

the 190E has an understated cool that puts it in another class above all the Hondas, Lexii and Bimmers out there, why do you want to pimp your ride so much?

the grille is referred to as the "S600 / Avantgarde' grille, and the wheels are from a W203 C-Class Evolution Sports Coupe.
The whole car has been repainted and colour-coded in 040 Gloss Black.
i dont want to go to big an flashy but everytime i see a 190 riding around in town it makes me want my car to different and better. I really like the dark blue on my car and i am planning on keeping it that color.
in the USA, i believe the 16v was sold between 1985-1987?
not long, as the 2.5-16 came out in '88 and was not sold in the US.
wheels are a technical choice, you must consider offset, rim width, rim diameter and tyre size.
start off by searching for wheels that are known to fit the 190...
