OK another problem

After reading and many discussions with some MB mechanics whom all say the CSV is inactive in temps above 60 degree F... Ok so maybe i can believe that a bit. I took everything apart, replaced the boot under the fuel distubutor and all vacuum lines (even hard plastic, i found one that was split). I can get it to start OK when its cold and hot, but now i get a revving to 1500 rpm problem once its warmed up. The ICV has no effect on it, engaging the ac will bring it to 1k. The only thing i found that has any effect on the high rpm (and its a creep to 1500, so if i rev it, it'll drop back down to 950 and then creep to 1500). But if i unplug the Coolant temp sensor it'll idle back down to 1k, and if i unplug the electromagnectic actuator on the back side of the fuel distubutor (closest to the throttle linkage) but then the car runs like crap.
things done to date
new ICV hoses
new intake boot
new o2 sensor, plugs, wires, cap, rotor, fuel filter
all new vacuum lines
compression check done (all at 180psi)
