A140 Steaming Rocker Cover and Exhaust

Problem with an A140 with a suspected head gasket problem. Had the head skimmed and replaced the head gasket but it's steaming out of the exhaust and the steam is also light but enough to start spoiling the oil in the rocker cover. If I remove the oil filler cap and place my finger in the hole it is dripping with wet in about 20 seconds. Also the exhaust emits steam (although common on lean burn engines) it seems excessive. Had the head off again and applied new gasket with Wellseal and still have the same problem. So now I suspect a cracked block or head. But for the steam to be in the oil and also present in the exhaust make me think either the exhaust valves are not seating properly or PCV problem. Now gone one stage further and got myself some steelseal (see SteelSeal.co.uk Head Gasket Fix) and for £30 it is supposed to be the best out there. basically after adding the solution and running up the solution 3 times I'm still seeing steam in the oil filler tube. Got me a bit stumped.
If the cylinder wall had a crack then I can see on the up stroke it drawing in water and compressing it and on the down sucking in water to push it into the oil and onto the rocker cover. I already done an oil change and it has turned the new oil slightly milky but I fear further running will start to ruin the engine. Anyway the rocker cover off shows a thin smear of milky oil all over so it's for sure a water to oil problem. If anyone knows of any other place where the water could penetrate. I had inspected the head and no visible signs of cracking but it's impossible to see unless under head expansion if hairline. Have not done a compression test on the system yet as to lack of a compressor right now but the SteelSeal should have plugged any crack in the block or head. This is a head ache.

Since last reading I have since had the system Chemical and pressure tested and the system checked out OK, No leaks in the head gasket or loss of fluid but even the guy who tested it agreed it had excessive steam from the rocker cover and exhaust, only a bit but present. He suggested taking it on a long drive to perhaps clear the system, I disagree feeling the water oil mix might damage parts. Still any help appreciated. regards The fish
