Locking the car ...

Here's the steps and question:

1. push start/stop button to shut off engine.
2. Leave car close door - then re-open door.
3. push start/stop button (without pressing brake) - radio/dash come on.
4. leave car again - radio stays on.
5. Try to lock car with wireless key - car will not lock.

Only by re-starting the engine and shutting it down will all stuff go off and car lock.

Is there another way to shut everything down and lock the car?

Shut off engine
Get out and close door, have the key with you.
Rub your hand across the door handle - car will lock.

That didn't work. Recall. Engine was shut off - then the "start" button was pushed without foot on brake to start the engine. Instead - all of the electronics came on. Leaving the car and trying to lock it is not possible. I had to start the car again and then shut if off in order to exit and lock.

Yes - the 1st push/stop shut down the engine and leaving the car you will be able to lock it.

I have no idea why you 2nd push/start-wake up the car - which requires a 3rd push/stop to shut the car down properly.

Your 2nd pus/start-wakeup is causing the issue - your MB is fine.

7. close door and you can lock it by any means.

You can do steps 5 & 6 reaching in through the open door.
