what is this part in english? is it the fan belt pulley? or something else?

It's the crankshaft pulley.
The lowest pulley on the engine.
It is metal in the center, metal on the outside, and separated by a rubber ring between the two parts.

It lately has been a terribly warped looking pulley metal on the inside and metal on the outside with pieces of rubber sticking out of it and makes a characteristic clack clack clack clack... except real fast!

What, yours doesn't do that?Oh, It will, oh trust me! One day it will![:D]
