My 4Runner was the same way. It’s because the center differential is locked as in most part-time 4WD models. Driving with a locked diff on dry pavement can actually cause drive train and tire damage.

I had an 84 Land Cruiser and with both diffs locked it was horrible making tight turns. It groaned and shook and the tires were not happy.
