HP loss due to rotors &rims?

I was watching a performance show on t.v. and they were saying that if you go to larger dia. rotors & or rims, you lose HP on a dyno at the wheels.
The explanation was something like this. even if the rotors are lighter than the stock ones, since you are moving the mass further away from the hub, inertia kicks in and reduces the hp at the wheel. Same goes for folks who went to the really large diam. rims.
Anyone notice this after changing rotors and rims to larger ones?
