The guy driving the SUV was charged with DUI, said he didn't know the guy was stuck to his vehicle until he stopped at home. He called police, and told them "I hit a person while on my way home on the interstate" the 911 operator ask him did he know if he hurt the person, he said "yes, you better get over here, he's stuck to the bottom of my vehicle". I live in DC, and saw the local news this morning. The guy driving works in one of the embassy's on embassy row, don't know which one, but he's not a member of the diplomatic roster for that embassy.

Quote from the Washington Post today:
Galdino, a Brazilian citizen, works as a housekeeper for an employee of the Brazilian Embassy in Washington and is in the United States on a visa, said Telma Costa, an embassy press officer.
