Recently I have remarked that it happens in two precise places in my town. In my closed parking place at my office and near of a red light I cross almost every day.

It probably is more related to the timming than the actuall place. Maybe you arrive at the red stop light preciscely from the place you start. Leave the car running for the same amount of time or drive around to a different spot within the same time and see.
