The front wheels do the majority of the stopping, and therefore heat up a lot more than the rear wheels. The front pads wear out much faster than the rears. The dust and particles from the front pads comes to rest on the wheels. The particles can be very hot, and melt through the clear coat on the wheels. The dust is also very abrasive, and if not cleaned off properly, it can damage the clear coat. This could be the reason the front wheels look dull...damaged clear coat.
