I just noticed something really strange when working on my car today. There's this pump down near the bottom and to the left of the engine, but there's no belt on it. Looking in the service manual, I see that it's the "air pump". What exactly does it do and do I need to install a new belt there? It hasn't had a belt for the 2 years I've owned it (think I would have noticed it by now.)

It's the smog pump, you don't really need it, but in California its illegal to knowingly not have it. Also, might have trouble pass smog. Just ignore it for now.
My smog pump crapped out 3 years ago. In Houston we have tough new pollution tests. The first time it failed. Next time, I drove the car around for about 4 hours(on business anyway) in August, and the got the cat. convertor real hot. Passed with flying colors. If they don't notice on the visual inspection, just let her get nice and hot and you'll be fine.
