SMOG PUMP

I was performing an oil change on my 86' 420SEL today when I noticed the belt for my smog pump was missing. Should I replace the belt or just leave it alone?

Leave it alone. It was probably making a terrible racket, and taking the belt off 'fixed' it. [:D]
