1986 300sdl

just purchased a 86 300sd for 1000.00, it had sat in a driveway for 5 months.
It starts just fine but when it is cold it only goes about 10-15 mph, when it warms up(10-20 minutes) of driving it will run fine. I know it needs an oil change, but what is required for a tune up on a deisel.. As you can tell its my first deisel auto. Also when going up hills it will only go 10-15 mph, any suggestions???

Change the 2 fuel filters in the engine compartment.
