Problem: Will not down shift when you press down the accelerator. Hits the rev limiter at 4k rpm. Feels like there isn't any power at all. Seems like it's a four cylinder or something. It is also related to the cruise control as that appears to have stopped working.
Any help with this would greatly be appreciated.

The cruise control should have no effect on the engine performance or transmission.

Sorry. Well lets say you are driving at around 45 MPH, if you floor it, it just accelerates from the current gear you are in. It will not downshift to a lower gear. It also does not feel like what a V8 should feel like.
The rev limiter problem I mentioned is also a problem. What I meant is if you shift down to 1st (B), or even 2nd gear manually and accelerate it will limit the rpm at 4k.
Also, from what I gather this is all leading to a malfunctioning part which also handles the cruise control.

The transmission should downshift when you depress the accelerator down to a certain position. If it does not, you probably need to adjust the automatic transmission shift cable.
Rev Limiter: The rev. limiter should not atctivate at 4,500RPM. There could be a problem with fuel supply at those speeds,or an ignition proble. You cat. converter could also be the cause.

Something to check, as it sounds like rental cars I used to get.....
Is the throttle fully open when you press all the way dowm in the gas pedal...???
If it is out of adjustment or stretched (how would that happen..??) you would get the same symptoms.
Certainly the cheapest thing to check, you just need an assistant or a broom handle.

Your transmission downshift problem can be traced to a broken kick down switch or a needed adjustment to the transmission adjustment cable. My car used to do the same thing by not downshifting soon enough. I adjusted the cable almost to the extreme of easily shifting and now if I just tap on the gas on the freeway it downshifts.
