Consumables: less than $15.
Time: ~1h work + 4-5h for primer, underseal and paint to dry

Paint is RAL7016 anthracite grey - cheap & almost no different.

Mix of bees wax (10%) and petroleum jelly heated & injected after all has dryed. Stays active and prevents new rust from the inside.

Hello Josef! Reading isn't your strong point I take? :D Petroleum jelly with bees wax, heated up & injected with a syringe. Additionaly a few squirts of thinner was used to keep it liquid for a bit longer (better distribution). Basically anything that's wax, grease or mayonnaise should do. Cheap as chips. The latter might cause some odor nuisances, though...

The welding bit is ultra serious buiseness and requires you to have both a adavanced fire hazard and eletrical safety training. And of course you need a certificate to perform welding on a structural part of a car that enters public roads. Rough cost is somewhere in the region of $2-3500 for all three.

Kidding. Don't know... I'm regarding a welder and welding equipment as a basic tool for old-car-ownership. Especially if it's a rust-happy old Mercedes :D
