What's this fuse for?

While snooping around my engine bay in my 95 E320 cabrio, I found this little fuse box that's supposed to have 2 fuses in it but there is only 1 in it. It is just beside the main fuse box in the engine bay. Anyone know what it's for, and if there's supposed to be a fuse in that little spot?

Those ones are located on the passenger side of the car near the battery but this one is located on the drivers side (LHD) side of the vehicle near the brake master cylinder area

Ya I wonder what they are for also. Only 1 fuse because only one side has wires running to it. I didnt look any further.

This is the "convertible block". The single 15 amp fuse on the left feeds the soft top controller. Even though there are two spaces in the fuse block, only one space is actually used. The 30 amp fusible link on the right (under the plastic cover) feeds the hydraulic pump.

Why would they put a fuse in there at all if its for a convertible? Why not just a termination block? Thats just strange.
