Check all your fuses. When I say "check" don't just look at them, remove them, clean the contacts and replace. When replacing, you should do so with copper fuses.
There is a diagram on the back of the fuse panel lid that tells you what fuse controls what functions.
My CE has a card inside the fusebox lid, I pulled it out, took it to Kinco's and had it laminated. Trimmed it to fit back in place. The copper fuse replacements are available on eBay if you need some fuse replacements, sometimes labeled as an "upgrade".

I have seen multiple threads talking about a fuse behind the instrument dashboard.
could this be the problem? are there any other fuses boxes otherthan under the hood?

There is a fuse on the back of the instrument cluster, but the easy first step is to check the fuses in the box. If those are all in order, look in the DIY section of the forum and you'll find instruction on how to pull the cluster.
