First of all, why do you think it's a bad regulator? I just did this job on a 300e, which should be about the same, and I think it was a bad fuse. Just replace the big, 30 fuse under the 1/2 inch by 2 inch cover on the left fender in front of the fuse box. See what happens after that.
Yeah Bro, you need to detail how far you've troubleshot this. Could be a DOA motor or even a control unit issue.
1. Check the long 30A strip-fuse with a meter. Both sides should read hot to ground.
2. Disconnect regulator connector to the dash control unit. Test voltage measurements from control unit - low and high. Connector location and voltage readings can be found searching "blower motor" posts.
3. Dive down through the under-hood vent/plenum array of plastic 'till you reach the motor. Procedure is a bit nasty, including windshield wiper drive removal. Disconnect the motor connector and spin the motor applying direct power and ground. If the motor spins you're on the right track. If not, you need a motor.
4. Remove motor and you're looking at the solid state regulator mounted on a finned heat-sync directly below the motor mounting area.
Note: If any one of these items fail you will have a no blower condition. oops, this may be only good through '95, not sure about your '96 it may be another procedure.
