In the blower compartment there is a flap that seems to separate outside air from inside air. What exactly makes this flap actuate? I have tried all different button push combinations on the hvac controls and the flap never moves.

That's the recirc flap. To activate it you press one of the rocker switches on the upper console. The icon is a small circle made up of three arrows, I think. When you press the recirc button the HVAC system pulls air from inside the cabin instead of using fresh air. After 15 minutes or so the system automatically reverts to fresh air intake.
