E320 Cabriolet slow to shift out of low gear

My 1994 E320 Cabriolet will usually run about two blocks without shifting out of low gear. The problem disappears after the car warms up. Any ideas? Thanks!

It's normal the transmission has an upshift delay valve that does that until the transmission warms up

It is intended to do that but it is actually to allow faster heating of the exhaust catalytic convertor rather than waiting for the transmission to warm up. The sooner the catalytic convertor starts working the sooner the emissions are controlled.
