Sputtering/Hesitation Caused by EHA?

1991 300E

When i get into my car in the middle of a 90 degree summer day, and try to start the car for the first time in 4 or 5 hours, it will sputter for 15 or 20 seconds before coming to life. When it is done sputtering it will hesitate off the line until warm. The check engine light is on, and the dealer said it was giving code 9 indicating "Voltage to EHA". Is the EHA valve itself bad? or is there a bad sensor somehwhere ( replaced the o2 sensor 100 miles ago).

I have the same problem every now and then because of some low pressure within the fuel distributor.

I was told for new engine, the pressure within should be 5.8 PSI. For worn engine, the pressure should be tuned to 6.5 PSI
