1. What adjustments to the modulator are required after installation?

2. The Haynes manual recommends Dextron II xmsn fluid. So, can I use Dextron III or a synthetic? Dextron II is hard to find under a known brand name.
You can find a detailed adjustment procedure at

Basically you need to 1) remove slack from the cable leading to the throttle pressure control (the cable attaches to a device on the valve cover) 2) adjust the vacuum delivery system to specs so that the correct vacuum is seen at the modulator, then (3) adjust the modulator t-bar while measuring transmission pressure - attach a gauge via a bolt hole just next to the modulator.
However, getting info on the correct pressure for your transmission is not easy. You can adjust the modulator by 'feel' - i.e. adjust until the shifts feel right. But if you adjust it so that shifts are too smooth, you risk damaging the transmission. So if you do it by feel, you are better off making the shifts a little too firm. Anyway, turning the t-bar clockwise makes the shifts firmer, turning it counterclockwise will make them smoother.
1- You may need to adjust it to get the shifts acceptably soft or firm. It might be OK as-is. I assume you are talking about the vacuum pod on the transmission itself, right?

2- Dexron III is what you want. If you have minimal leaks, synthetic like Mobil 1 ATF is even better. Don't forget to drain the torque converter too, and DON'T overfill when you add the new fluid!

HTH,

Dave M.
