Question Flappy 240d Vacuum Governor

Hi Everyone,
The Vacuum Butterfly in the intake manifold of my 240D is free to flap open and closed of its own accord when the engine is off. Is this normal?
I am new to Diesels but sort of expected it to have a spring attached so it returned to one position.
Any help would be much appreciated as I am trying to track down some running issues.

There is a rod that should attach it to the accelerator linkage.

Instead, remove the butterfly entirely and unplug the switchover valve on the right front fender.

Remove the two flatblade screws seen in the center of the valve, turn the valve and pull the butterfly out of the slot.

This is the switch.

Wow many thanks for that!

Its super helpful people like you whom save the rest of us a lot of time and hassle re-inventing the wheel!

So just to clarify given that my car is ex German LHD and has no emmision gear on it if I disconnedted the butterfly as you recommend I wouldnt even need a linkage going over the rocker cover?
Appologies if I have got this wrong!

Thanks again!
