My tranny is in 3rd gear at 25mph and i got no kickdown, could it be the modulator?I adjusted the modulator one full turn and i got nothing... But if i shift it manually from L,S,D
the tranny shifts....
I'd check fuse number 14 first, then the switchover valves on the valve cover. Linkage travel issues and pedal operation interference (scrunched up carpet) can factor also.

I checked my brake booster line,and i have exactly 15'' of vacumm going to the tranny modulator.i checked the hoses going to the white bleed valve behind the injection pump and there is no vacumm going to the bleed valve...and when i hook up the vacumm gauge to the modulator line the gauge reads 15'', if i press the throttle the vacumm is the same (15'').so that would mean that i can't control the amount of vacumm that's going to the tranny modulator line..... am i right?
You are correct. The regulation of vacuum is done by the white vacuum valve mounted at the rear of the inj. pump. Monitor it there. Should be steady hi vacuum there then as the throttle is depressed, should slowly drop to half the vacuum reading at half throttle. Log onto dieselgiant.com for a better description. Readjust the modulator back to its prior setting, they dont go out of adjustment as a rule. Sometimes the o ring inside the modulator plastic cover can fail and cause a vacuum leak but you are not describing that symtom. Sounds to me like the switch over valves on the top of the valve cover are leaking.
